Funding Opportunity: USGS Fiscal Year 2026 104(b) Request For ProposalMarch 13, 2026 (Updated April 2, 2026)


This request for proposals is to initiate the University of Hawaiʻi Water Resources Research Center (UH WRRC) 2026-2028 participation in the  U.S. Geological Survey (USGS) Water Resources Research Act (WRRA)104(b) program for Hawai’i and American Samoa. Section 104(b) of the WRRA of 1984 requires the Institutes or Centers to:

  1. a) Plan, conduct, or otherwise arrange for competent applied and peer reviewed research that fosters:
  • Improvements in water supply reliability;
  • The exploration of new ideas that –
    • address water problems; or
    • expand understanding of water and water-related phenomena;
  • The entry of new research scientists, engineers, and technicians into water resources fields; and
  • The dissemination of research results to water managers and the public.

In this cycle, a two-step process, including pre-proposal submission and full proposal submission by invitation only, will be used. Please refer to the UH WRRC Fiscal Year 2026-2028 RFP_WRRC_2026-2028-Preproposal for details. Note that the pre-proposals are due on April 3, April 6, 2026.
