Abstract:

Should the Honouliuli WWTP have the 301(h) waiver denied and provide secondary treatment prior to the deep ocean discharge? Before discussing the EPA tentative denial decision (TDD), it is important to review our island uniqueness and history improving our water quality both inland and shoreline (Water Quality Program for O'ahu - WQPO). The significance of Public Law 92-500 and appropriate technology will be discussed. The tentative denial of the Honouliuli waiver will be addressed.
